Police have cordoned off part of Westfield Drive in Kelmscott following an serious accident.
It is believed a female driver hit a young man with her car about 11am.
The man is reported to be in his late teens to early twenties.
A neighbour said she heard a loud crash and ran out of her house to see what had happened.
“I know the man,” she said.
“I ran over to see if he was okay.”
The neighbour said an off duty paramedic who happened to be in the area rushed over to help.
She said the paramedic told her the man had suffered a broken elbow, some broken ribs and had internal injuries on his right side.
He was rushed to Armadale Hospital.
His condition is unknown at this stage and police are investigating the incident.
