Beeloo Ward Councillor Mark Bain has been elected as the new Deputy Mayor of the City of Canning, beating Councillors Ben Kunze and Joanne Page who also nominated for the role. The decision was made at the City’s first Ordinary Council Meeting for the year on Tuesday, February 18.

As outlined in the Local Government Act, the Deputy Mayor plays a critical role in supporting the Mayor and Council, stepping in when the Mayor is unavailable and performing key leadership duties.

Mayor Patrick Hall congratulated Councillor Bain, highlighting his dedication to the Canning community and his strong leadership skills.

“I look forward to working alongside Deputy Mayor Bain as we continue delivering positive outcomes for our residents,” Mayor Hall said. “Mark has been a passionate advocate for the community, and I have no doubt he will bring great commitment to this role,” he said.

“The role of Deputy Mayor is an important leadership position within the City, and I am confident that Councillor Bain’s experience and vision for Canning will be a tremendous asset to our Council and community. I congratulate him on this well-earned appointment and look forward to seeing him thrive in this new role.”

Deputy Mayor Bain has served on the Council for over five years.

“I am honoured that my fellow Councillors have entrusted me with the role of Deputy

Mayor,” he said. “After over five years of dedicated service to our community, I believe I now have the necessary experience and passion to effectively represent the City of Canning in this leadership position.

“I look forward to working collaboratively with Mayor Hall, my Council colleagues, and the community to continue improving Canning and making it an even more vibrant, inclusive, and forward-thinking city. Serving the residents of this great city is a privilege, and I am excited to take on this new responsibility.”

As reported in The Examiner last week, the appointment follows the resignation of Amanda Spencer-Teo as Deputy Mayor, allowing her to focus on her campaign to win the seat of Riverton at the upcoming state election.

In a statement, the City of Canning acknowledged Ms Spencer-Teo’s tenure as Deputy Mayor, and sincerely thanked her for her outstanding contributions to the community.

Mayor Hall paid tribute to Ms Spencer-Teo’s dedication, since becoming a Councillor in 2020.

“On behalf of the City of Canning and my fellow councillors, I want to extend my deepest gratitude to Amanda Spencer-Teo for her outstanding service and dedication to our community,” he said.

“Amanda has been a tireless advocate for positive change, working with conviction and purpose to deliver real results for our residents. Her contributions—particularly in improving community infrastructure, enhancing public spaces, and driving environmental sustainability—will leave a lasting legacy.

“While we are sad to see her step away, we respect her decision and know she will continue to make meaningful contributions to the community in new and impactful ways.”

The City of Canning is seeking approval from the Electoral Commissioner to leave Ms Spencer-Teo’s vacant Council seat in the Bannister Ward unfilled until Local Government Elections are due on October 18, 2025.
